Non-cooperation to ED summons not ground for arrest: SC

The Supreme Court was refering to non-conformity of legal provisions while arresting two directors of real estate firm M3M, Pankaj Bansal and Basant Bansal. "A statutory authority is bound by the procedure laid down in the statute and must act within the four corners thereof," it said. "Accused failing to respond to ED's questions would also not be sufficient ground for agency to arrest the person," the top court added.
