A video of IAS officer Yash Pal Garg giving CPR to an unconscious person grabbed attention on Wednesday. In the video the IAS officer can be seen giving cardiopulmonary resuscitation or CPR to a person sitting on a chair; the chair can be seen moving as the Chandigarh Health Secretary was giving CPR.
