Tamil Nadu has again opened the spillway shutters of Mullaperiyar dam during night without issuing prior warning to Idukki district administration, causing a flood-like situation downstream of the dam. Nine of 13 shutters of the dam were opened between 3am and 8.30am on Tuesday.
