'Selective killing of minorities': ISI’s strategy to foment trouble in J&K?

Pakistan has revived its strategy of attacking members of Kashmir’s minority community and migrant workers to create a fear psychosis, intelligence agencies say. This serves a two-fold purpose for Pakistan’s ISI: attracting the Kashmiri population towards terrorism and driving out migrant workers and residual minority community members from the valley, a top intelligence officer said.
